The Non-Governmental Organisations Regulatory Authority (NGORA) is a statutory body established under the NGO Act, 2001 (Cap. 5 of the laws of Malawi). Under the NGO Act, NGORA is mandated to register and regulate the operations of NGOs in Malawi.

NGORA’s vision is to have an NGO Sector that maximizes public benefit. In order to attain this vision NGORA plans on strengthening the capacity of its stakeholders including their systems, governance and ownership. Further to this, NGORA also aims to improve transparency and accountability of NGOs; strengthen collaboration and relationships amongst stakeholders; and create an enabling legal and institutional framework.

To effectively fulfill this vision, opportunities have arisen within NGORA to fill various positions. The positions require personnel with capacity to initiate innovative ideas geared at making NGORA vibrant and competitive. The following are the details of the vacant positions:

  1. Registration and Reporting Manager (1 Position) – Based in Lilongwe

The registration and reporting manager shall promote awareness of the contents of the NGO Act and regulations to all stakeholders. S/He will be reporting to the Director of Registration and Reporting.

Duties and responsibilities:

  1. Develop a summary of the Act and regulations;
  2. Disseminate brief write-ups on the NGO Act and regulations;
  3. In liaison with the Communications Officer, ensure dissemination of the Act and

regulations regularly using social media platforms;

  • Establish a database of compliant and non-compliant NGOs;
  • Establish a database on trends of NGO reporting;
  • In liaison with the documentation office, maintain a valid database of NGO board of trustees and ensure they are easily reachable;
  • Review and submit for approval NGO reports in myNGO;
  • Ensure NGOs remain compliant to the reporting requirements;

The desired candidate must have the following qualifications and experience:

  1. Bachelor’s Degree in Business Administration/Management, Public Administration, or Social Science /Law.
    1. A minimum of at least 3 years working experience in a similar field.
  • Legal Services Manager (1 Position) – Based in Lilongwe

The Legal Services Manager shall be responsible for the provision of legal services for the Authority. S/He shall report to the Director of Corporate Services.

Duties and responsibilities:

  1. Provide and coordinate litigation services;
    1. Arbitrate, mediate and administer hearings to resolve disputes;
    1. Develop and review NGO legislation and regulations;
    1. Produce and issue NGO annual licenses and registration certificates;
    1. Review and provide legal advice on tender documents;
    1. Liaise with relevant departments to ensure that where legal risks have been identified, appropriate action is taken;
    1. Provide legal protection and risk management advice to management;
    1. Provide and interpret legal information to staff and NGOs;
    1. Review and advise Management on the legal implications of internal policies and manuals.

The desired candidate must have the following qualifications and experience:

  1. Bachelor’s degree in Law and those with Admission to the BAR will have an added advantage.
  2. A minimum of at least 3 years working experience in a similar field
  • Human Resources and Administration Manager (1 Position) – Based in Lilongwe

The Human Resources and Administration Manager will be responsible for the management and development of the human capital and administration services of the Authority. S/He shall report to the Director of Corporate Services

Duties and responsibilities:

  1. Develop and monitor the implementation of effective Human Resources and Administrative manuals and policies;
    1. Recruit, deploy, and retain quality talent for optimal alignment of human capital to achieve the mandate of the Authority;
    1. Manage employee relations, welfare, safety, and health to foster a conducive work environment and ensure legal compliance;
    1. Coordinate organizational training needs assessment and plan training and development needs of employees;
    1. Coordinate and supervise the administrative function and outsource services of the Authority including security services, management of office premises, facilities, and all office equipment and property to ensure safety in the workplace and provision of working tools;
    1. Maintain and monitor the integrity of the human resources information management system for accurate employee data;
    1. Develop and monitor the implementation of the human resources and administration departmental budget for cost management;
    1. Provide strategic direction on the administration of the Authority through the development and implementation of administrative strategies, policies, procedures, and systems;
    1. Develop and maintain competitive remuneration and grading structure;
    1. Develop and maintain robust administrative systems for records management, transport, and office maintenance.

The desired candidate must have the following qualifications and experience:

  1. Bachelor’s degree in Business Administration/Human Resources or its equivalent qualification.
  2. A minimum of at least 5 years working experience in a similar field.
  • Senior Monitoring and Analysis Officer (1 Position) – Based in Lilongwe

The Senior Monitoring and Analysis Officer shall be responsible for overseeing and managing the monitoring and analysis of district NGO information at regional level. S/He will be reporting to the Monitoring and Analysis Manager.

Duties and responsibilities:

  • Support the development and implementation of monitoring and evaluation frameworks for NGO work in the districts;
    • Analyze district NGO data to identify trends, patterns, and insights;
    • Provide recommendations based on data analysis to improve the effective monitoring of NGO work;
    • Implement data quality assurance measures and protocols;
    • Generate regular and ad-hoc reports for internal and external stakeholders;
    • Create documentation of best practices and lessons learned;
    • Ensure compliance with relevant laws, regulations, and reporting requirements.

The desired candidate must have the following qualifications and experience:

  1. Bachelor’s Degree in Statistics, Economics, or any other related field.
  2. A minimum of at least 3 years working experience in a similar field.
  • Internal Auditor (1 Position) – Based in Lilongwe

The Internal Auditor is responsible for the effective functioning of the internal controls of the Authority. The Internal Auditor shall report functionally to the Board of Directors and administratively to the Chief Executive Officer (CEO).

The duties and responsibilities shall include:

  1. Assess the adequacy and efficacy of internal controls of the Authority;
    1. Monitor the compliance of controls, rules, policies, and regulations;
    1. Conduct special investigations involving the Authority staff; 
    1. Appraise systems, procedures, and processes and report findings and recommendations;
    1. Evaluate financial documents for accuracy and compliance with internal policies and the PFMA;
    1. Identify the financial risks of the Authority and make recommendations to reduce the risks;
    1. Identify and report potential noncompliance of the Authority to existing laws, regulations, and policies.

The desired candidate must have the following qualifications and experience:

  1. Bachelor’s degree in internal Audit or equivalent qualification and those with advanced stage ACCA/ICAM qualification will have an added advantage.
  2. A minimum of at least 3 years working experience in a similar field.
  • Accountant (1 Position) – Based in Lilongwe

The accountant shall report to the Senior Accountant.

Duties and responsibilities:

  1. Prepare payments in compliance with the Authority’s finance policy and procedures manual;
    1. Process all online bank payments;
    1. Process monthly payroll, statutory and administrative payments on time;
    1. Prepare payment vouchers in the accounting system;
    1. Ensure that all payment vouchers have been properly filed and supporting documents and liquidations are attached;
    1. Process petty cash payments;
    1. Ensuring tax payments are remitted on time;
    1. Maintain cash books and subsidiary books of accounts in the accounting system;
    1. Assist in preparing bank reconciliations;
    1. Assisting in the preparation of audit schedules;
    1. Assist in the preparation of payment vouchers and ensure all payments have been submitted to the vendors timely.

The desired candidate must have the following qualifications and experience:

  1. Diploma in Accounting obtained from a recognized Institution.
  2. At least 5 years work experience in accounting.
  3. Must be registered and in good standing with ICAM.
  • Registration and Reporting Officer (1 Position) – Based in Lilongwe

The Registration and Reporting Officer shall ensure systematic screening and cross-checking of NGO registration documents and submitted reports to meet the requirements as prescribed by the NGO law. S/He will be reporting to the Senior Registration and Reporting Officer.

Duties and responsibilities:

  1. Facilitate the registration of NGOs in liaison with District Monitoring and Analysis officers;
    1. Facilitate certification and keep track of newly registered NGOs;
    1. Review and make recommendation for approval of NGO annual reports;
    1. Send remainders to NGOs on reporting requirements;
    1. Facilitate the issuance of licenses to compliant NGOs;
    1. Assist in the development of governance guidelines for NGOs;

The desired candidate must have the following qualifications and experience:

  1. Bachelor’s Degree in Business Administration/Management, Public Administration, or Social Science /Law.
    1. At least 3 years work experience in similar field.
  • Investigation Officer (1 Position) – Based in Lilongwe

The Investigation Officer shall be responsible for receiving and validating all cases reported to the Authority. S/He shall be reporting to the Director of Registration and Reporting.

Duties and responsibilities:

  1. Receive and validate complaints of alleged malpractices concerning NGOs;
    1. Support in investigating cases where the need arises;
    1. Support the investigation committee in compiling investigation reports;
    1. Testify as a witness in a court of law when necessary;
    1. Attend complaints review committee meetings.

The desired candidate must have the following qualifications and experience:

  1. Bachelor’s Degree in Business Administration, Law/ Investigative Journalism, and any related field.
    1. At least 3 years work experience in similar field.
  • ICT Officer (1 Position) – Based in Lilongwe

The ICT Officer will provide support in the installation and configuration of all computer systems, diagnose hardware and software faults, and solve technical and application problems. S/He will be reporting to the Monitoring and Analysis Manager.

Duties and Responsibilities:

  1. Maintain and troubleshoot all network and computer-related issues;
    1. Integrate security control solutions for all confidential data and systems;
    1. Monitor performance and manage parameters to provide fast responses to front-end users;
    1. Integrate and configure computer networking for best performance;
    1. Troubleshoot and repair hardware, operating systems, and applications;
    1. Monitor and maintain computer systems and networks;
    1. Identify security gaps and provide relevant solutions in consultation with the Monitoring and Data Manager;
    1. Conduct electrical safety checks on computer equipment;
    1. Enhance office IT system through appropriate upgrades and advise the Operations Unit on changes or improvements required.
    1. Install and support all ICT hardware and software;
    1. Maintain inventory of ICT equipment, hardware, and software and ensure adequate supply and functionality, in collaboration with relevant staff; and
    1. Perform any other duties and responsibilities as may be assigned from time to time by the Supervisor.

The desired candidate must have the following qualifications and experience:

  1.  A minimum of BSc. Computer Science, ICT, or any other related fields.
  2. At least a minimum of 5 years work experience in similar role.
  1. Procurement Officer (1 Position) – Based in Lilongwe

The Procurement Officer is responsible for the procurement of goods and services by the Authority. S/He will be reporting to the Director of Corporate Services.

Duties and responsibilities:

  1. Procurement of goods, works, and services by the Authority in accordance to the procurement policy and PPDA Act;
    1. Develop and review the annual procurement plan and report accordingly to the relevant Authorities;
    1. Solicit and review quotations and bids from vendors and determine whether they meet the requirements set by the Authority;
    1. Prepare reports about bidding results and report to the Internal Procurement and Disposal of Assets Committee (IPDC);
    1. Monitor contractor performance to ensure that contractual obligations are met;
    1. Negotiating prices on behalf of the Authority with suppliers and vendors for goods and services;
    1. Ensure procurement records are kept up to date.

The desired candidate must have the following qualifications and experience:

  1. Degree in Procurement and Supply or its equivalent qualification and those with MIPS membership will have an added advantage.
    1. At least 5 years work experience in a similar role.
  1. District Monitoring and Analysis Officer (2 Positions) – Based in Likoma and Machinga District

The District Monitoring and Analysis Officer shall implement, and manage monitoring and evaluation systems to track and assess the alignment, effectiveness, and impact of NGO work towards national development. S/He will be reporting to the Monitoring and Analysis Manager.

Duties and responsibilities:

  1. Ensure compliance by NGOs with the NGO law and any other relevant laws;
    1. Preparing regular reports on NGO project progress and compile best practices;
    1. Receive complaints regarding NGO work and channel them to appropriate sectors for resolution;
    1. Coordinate the signing of project-based MoU between district councils and NGOs and review of the MoU;
    1. Establish and update the NGO database, conduct analysis of the NGO sector, and share the results with relevant stakeholders at the district level;
    1. Advise councils on the allocation of projects based on the outlook of NGO distribution;
    1. Assist councils in the development of policies such as Social Economic Profiles and District Development Plans by providing data-driven insights (NGO data);
    1. Coordinate with the district council and community structures to ensure that NGO operations are in accordance with the law;
    1. Conduct community capacity-building sessions on operations;
    1. Any other duties relevant to the post assigned from time to time.

The desired candidate must have the following qualifications and experience:

  1.  Bachelor’s Degree in Statistics, Economics, or any other related field.
  2. At least 3 years work experience in related field.
  1. Executive Assistant (1 Position) – Based in Lilongwe

The Executive Assistant will work in the Chief Executive Officers office.

Duties and responsibilities:

  1. Act as the first point of contact for Management in dealing with correspondences and phone calls;
  2. Provide proactive executive-level support to minimize time spent on administrative issues by the CEO;
  3. Manage and maintain the CEOs schedules including travels and conferences, making appointments, and making changes to appointments;
  4. Draft letters, maintain reference numbers, prepare presentations, update spreadsheets, and manage email workflow;
  5. Organize and maintain physical and electronic file records, reports, and reference materials;
  6. Arrange conference calls, webinars, and online meetings;
  7. Assist in preparing materials for meetings and ensuring necessary resources are available;
  8. Communicate with board members and arrange meeting agendas;
  9. Collaborate with other team members and departments for efficient workflow;
  10. Request for collating and filing expenses;
  11. Maintain confidentiality and handle sensitive information appropriately.

The desired candidate must have the following qualifications and experience:

  1. Bachelor’s Degree in Business Administration or any other relevant qualification.
  2. At least 3 years work experience in similar role.
  1. Head Driver (1 Position) – Based in Lilongwe

Duties and responsibilities:

  1. Monitor drivers’ performance by conducting regular checks to ensure that drivers are complying with the Authority’s policies and procedures;
    1. Review driver performance to determine if any corrective action is needed;
    1. Conduct regular inspections of motor vehicles to ensure they are safe to drive and in good working condition;
    1. Ensure that all motor vehicle insurance and COF are up to date;
    1. Report any accidents, incidents, or mechanical problems to the supervisor.
    1. Arrange service and repair of all office vehicles;
    1. Schedule driver shifts based on their availability;
    1. Oversee the training of new drivers to ensure that they are prepared to work safely and efficiently;
    1. Drive members of staff on official duties;
    1. Supervise other drivers.

The desired candidate must have the following qualifications and experience:

  1.  Malawi School Certificate of Education (MSCE) or its equivalent qualification.
  2. At least 5 years’ experience.
  3. Defensive driving.
  4. C class driving license.
